UMID should drive us towards convergence of all IT initiatives. The applications should be developed and implemented at Railway level rather than at basic unit level. The piece-meal attempts create hurdles for taking full digital advantage.
I would hasten to add that technology is only a facilitator. No doubt it is a great enabler for great transformation. However everything boils down to the aptitude of the user. Right technology combined with Right-aptitude will bring about genuine transformation for the benefit of all the Railway fraternity.
It is so appropriate that UMID is a good example of such a vision. I congratulate Personnel department of South Central Railway for coming up with such a good IT initiative for the benefit of Railway Employees, Pensioners and their Dependents.
UMID should help us to dispense with multiple identity numbers being generated for various purposes. It is time to go for integrated identity solution. UMID tried to address this problem by giving Flexible Options of Identity by integrating all the registered pan India identity numbers in the backend database so that the beneficiaries can access the services based on the any identity particulars that the beneficiaries are comfortable to remember. It is huge step forward in this direction. However I would suggest to slowly dispensing with other railway identity numbers by adopting only one single permanent identity number for all the railway stakeholders, the modalities of which are recently considered by the Railway Board.
There is also scope for integrating the system with UIDAI (Aadhar) database directly which will give absolute credibility to the UMID database without any scope for manipulations. I would also suggest to integrate the UMID database with CTSE database to avoid duplicity. Team UMID has done excellent job in taking it up on a holistic basis and I hope that the team will take it forward with suggestions offered.
UMID is a much needed initiative since the health care is both a routine as well as emergency service. Therefore beneficiary identification should transcend the administrative boundaries. This will make the access to healthcare a seamless service. Service delivery should be based on principle of RIGHTS without discretion of the individual in the given situation.
Therefore the system driven validation will help all the employees, pensioners and all dependents to have user-friendly access to Health Services across all the units in Indian Railways. I congratulate the Team UMID and wish them best to carry it further making Indian Railways a customer oriented organization.
This initiative is part of the larger mission of DIGITALSCR to converge all the IT initiatives in South Central Railway. SCR has taken the lead to develop and support the IT solution for the Unique Medical Identification of the Railway Beneficiary at all India level. The Smart Health Card that is being issued through this system will increase the convenience for the Railway users in accessing the medical services.
The best feature of this initiative is that the system will facilitate the identification of Railway Medical beneficiaries even without the medical card. Identification of the beneficiary is database driven hence the beneficiary will not face difficulty even if the card is not carried or the card is lost. IR, being huge and complex organisation, requires a robust and reliable system to be operated across the country. SCR will extend all the support for making this initiative a success. I wholeheartedly congratulate the TEAM DIGITALSCR & TEAM UMID and wish them all the best in their endeavour.
UMID is an unique initiative of South Central Railway which will help all the Railway Employees and Pensioners across all the units in Indian Railways. Personnel Department of SCR has done exceedingly well to develop the software to support at all India level so that the employees and pensioners can avail medical services anywhere in India without difficulties of identification at the reported Health unit.
This platform can be useful even for updating their beneficiaries’ particulars from a convenient place. For a simple service of getting Medical identity cards issued or revised, now no employee or pensioner is required to come to a distant office. This will go a long way in improving the satisfaction level of our internal customers i.e. Employees & Pensioners.
UMID literally stands for HOPE. This initiative is meant to create a hope of better service delivery when it comes to identification of Medical Beneficiary in Indian Railways. Technology and the conducive business Processes are the hope agents in this process. Employee or a Pensioner should not face any problem in his Card management and Hospital interface which is the bottom-line of this module.
If a Railway Medical beneficiary is uniquely identifiable at all India level on a single database and application, the identification problem does not arise. And this eliminates the difficulties in access to avail medical services across all the units. I sincerely wish this initiative achieve its desired results.
